The Chapters

The first week is a stack of small errands nobody put on the list. A phone with no local number in it. A fridge with condiments and nothing else. A pile of mail addressed to the last people. And a set of deadlines that started the day the truck pulled up, whether or not anyone mentioned them.

Two clocks start when you become a resident

Two deadlines run 90 days each. A licence from another province or country has to be exchanged within 90 days of becoming an Alberta resident, and the old licence is surrendered rather than returned. Whether a test comes with it depends on where the licence was issued, with the United States and a list of countries requiring none. A vehicle registration has to become an Alberta registration inside the same 90 days. A used vehicle from outside the province needs an out-of-province inspection before plates are issued, done at a licensed facility by a journeyperson technician, and the certificate has to reach a registry agent within 14 days of issue. Miss that fortnight and the vehicle goes through the whole inspection again.

Health coverage begins on a schedule

Health coverage runs on a clock of its own, and it is the one to start early. Somebody moving to Alberta from another province has three months from establishing residency to register for the Alberta Health Care Insurance Plan, and coverage then begins on the first day of the third month following the date residency was established. The province's own worked example is a July 12 arrival with coverage effective October 1. Through the waiting period the previous province's card is what gets used, so it belongs in a wallet rather than a box. Military families are exempt from the wait.

Reading a Calgary address

A Calgary address is a set of directions. Every one carries a quadrant, NE, NW, SE or SW, and the number is readable once you know the pattern. The last two digits graduate as you travel up the road, and the digits ahead of them give the hundreds block. Odd numbers sit on the west and south sides of numbered streets and avenues, even numbers on the east and north sides. A property takes its address from the roadway it is primarily accessed from, which is why a corner house is numbered on the street it opens onto.

One utility bill, several services

ENMAX is The City's contracted provider for billing and meter reading, and it is where a City of Calgary utility account gets opened. A new account is set up with a water meter. That bill carries water treatment and supply, wastewater collection and treatment, stormwater management, and the Black, Blue and Green Cart fees as user fees. Electricity and natural gas are a separate decision, since Alberta lets a household choose its retailer. A new electricity consumer who signs no competitive plan lands automatically on the Rate of Last Resort, which replaced the Regulated Rate Option on January 1 2025. Natural gas keeps a different default, the Default Rate Tariff.

A blue sign carrying a white snowflake marks a snow route. A ban typically begins 18 hours after the snowfall has ended and runs up to 72 hours, or until The City lifts it. A vehicle left on a snow route during a ban is subject to a ticket and a tow. Parking moves to the alley, permitted where the alley runs wider than 6.1 metres, where no restriction already applies, where the vehicle sits clear of the driveways, and where three metres of clear passage is left for emergency vehicles. Bans are announced through the City's channels and through 311, which runs translation in more than 200 languages.

Registering a child takes a photograph of you

A Calgary Board of Education student is assigned a designated school based on the home address, and the board runs an address search that returns it. Registration wants proof of the primary address carrying the parent or guardian name, with a utility bill or a bank statement among the accepted documents, plus proof of the child's age and citizenship. It also wants a picture of the guardian holding government-issued photo identification, the requirement nobody expects. The Calgary Catholic School District runs its own registration on its own boundaries.

Two things here cost nothing

A Calgary Public Library membership carries no fee for residents of Calgary and surrounding Indigenous communities, and a card lapses only after three years without use. The CTrain requires no fare downtown along 7 Avenue, between the Downtown West-Kerby and City Hall/Bow Valley College stations, provided the trip starts and ends inside that stretch. Council deferred a decision on that zone's future at its May 26 2026 meeting, pending a broader fare strategy in early 2027, so treat it as current rather than permanent. The two lines are simple to hold, red north to south and blue east to west.
